Challenge...

1. Utopian/Dystopian
So, the government is seeping some kind of suppressant chemical into the water, and everyone thinks it's just the next stage of human evolution. There has been no crime for 12 years, except this weird occurence. 

2. Dramatic Irony
The viewer is supposed to know that Katrina is the one planting all the knives, while the five detectives are at a complete loss. She's able to do this because her DNA is unregistered, and let's say she's been collecting knives for a long time, so tracing her is difficult. Supposedly, the chemical limits the kind of behavior one can engage in, and so Katrina cannot actively disrupt society, but these so called 'pranks' are possible. The reason she talks about the water is because she can't filter it and so needs to wait three days for enough of the chemical to leave her system so that she can plant the knife. 

3. I rolled a 4 and got bloody knife.

Am still in the throes of catching up, pardon the writing quality Sweating a little... Critique is welcome!
